Visa's ratio arithmetic changed what this category is for. The VAMP ratio adds TC40 fraud reports to disputes over settled transactions, the merchant Excessive line dropped from 2.20% to 1.50% on 1 April 2026, and deflection through RDR or CDRN no longer suppresses the TC40. The single mechanism that removes a fraud report after the fact is a successful Compelling Evidence 3.0 representment — which is decided by data your checkout had to capture up to a year before the dispute existed.
